EVEN a partial return to form by Rundgren, one of the finest singer/songwriters of the past 40 years, would have been a revelation. But Global, his 25th solo album, turns out to be a gem, largely due to a clutch of beautiful songs on the latter part of the record and the general impression that for the first time in decades, 66-year-old Todd is contented.
